This guide will cover the various perks unlocked and available to a character at Level 12 and beyond, covering the different options and the requirements for each in Fallout New Vegas. Every even level gained grants a new perk option, all the way to level 30 giving a total of 15 choices available throughout the entire characters level progression.
This perk gives a +20% boost to the amount of hit points restored through your characters use of Stimpaks.

This perk works in conjunction with Cannibal to open up your menu options to eating dead Super Mutants and Ghouls. Like Cannibal, this act is a crime against nature and will harm the reputation of any faction that witnesses this act. Eating corpses will make you lose karma even if gone unwitnessed.

Hit the Deck
This perk gives your character +50% bonus damage threshold when calculating damage caused to you by explosive weapons. Helpful if accidentally setting off traps or worried about hurting yourself with the bigger explosives in small areas.

This simple perk gives you +30 hit points. Should be obvious if you need this or not and why.

This perk allows your character to still use the fast travel ability, even when over-encumbered. Great for pack rats and scavengers alike, especially with a low strength or few companions. Be careful using this in Hardcore mode, as the time it takes you to get places is much longer, thus causing more starvation/dehydration and exhaustion.

Piercing strike causes all attacks with melee or unarmed weapons ignore 15 points of the targets damage threshold. Players focusing on melee and unarmed should not pass this perk up.

For the player who likes his flame weapons, the Pyromaniac perk gives a 50% damage bonus to all weapons that are fire-based such as the Flamer and Shishkebab.

Not only does the Robotic Expert perk give a nice 25% damage bonus versus robotic creatures in the wasteland, but it allows a player who is successfully sneaking to permanently deactivate a hostile robot in the same way the pick-pocket mechanism works. Destroying the robot afterwards will still net the original xp and loot.

Silent Running makes the act of running no longer calculate into a succesful sneak attempt. You must still crouch to sneak, but can move at the fastest speeds, whereas before you still had to “crawl” to avoid detection.

This perk gives your character a 25% better chance to hit a targets head while firing in VATS. This perk is helpful for the VATS sniper, who likes taking his enemies down in as few shots as possible.

Splash Damage is for the avid explosives user, giving a 25% larger area of effect to all explosive detonations caused by you. Make sure to take note of this effect when fighting in close quarters, and consider taking other explosives related perks along with this one.

This perk makes your enemies blocks much less effective when fighting in close combat. Your attacks will do large amounts of damage even if the enemy blocks your attack.
