This guide will cover the various perks unlocked and available to a character at Level 8 and beyond, covering the different options and the requirements for each in Fallout New Vegas. Every even level gained grants a new perk option, all the way to level 30 giving a total of 15 choices available throughout the entire characters level progression.
This perk gives a 25% bonus to hit in VATS with all rifles or similar two handed weapons. If you like using rifles in VATS, this perk is for you.

This perk gives a 25% bonus to damage caused when you character uses any revolver, lever-action firearm, dynamite, knife or hatchet. Essentially, the cowboy weapons.

This perk allows you to see the exact health and Damage Threshold of any target, excellent if you like to see all the stats and numbers behind the game. In addition you will do an extra 5% damage to humans and non-feral ghouls with any weapons.

Pack Rat causes all items carried by your character that weigh two pounds or less, weigh only half as much. This is a great perk for those who like to scavenge all sorts of little items in the wasteland. Great as well for those who collect mines, grenades and spears.

Quick Draw gives your character the ability to draw and holster weapons 50% faster. More useful than it sounds a first if you’re running into the action with large weapons.

Rad Resistance gives your character a permanent 25% bonus to their radiation resistance. Easy to get by without, but another perk that is much more helpful in hardcore mode.

A much more useful version of the fortune finder perk, that gives an almost x2 increase to the amount of ammo you find in containers while scavenging the wasteland. If you’re using lots of ammo, this is the perk for you, as it will provide you abundantly with an essential resource in this game.

A Stonewall gives you an additional +5 damage threshold while defending against either melee or unarmed attacks and keeps your character from being knocked down during combat. Benefits are most significant when fighting Deathclaws and Bighorners.

For all the scavengers out there, this perk gives you an extra 50 pounds of carry weight to store your loot, making return trips to vendors or storage locations significantly less frequent, while allowing you to bring more gear on your travels.

Super Slam will cause all of your melee and unarmed attacks to cause a chance of knocking down the enemy target. This does not include thrown weapons. Useful for getting the knockdown achievements.

Like the Black widow and other similar perks, this unlocks more dialogue options centered around scaring the pants of your enemies. Occasionally you can initiate combat with dialogue that causes some nearby enemies to flee, or just ends up being something really cool to say.
