Paper Mache Pulp is really easy to make, it acts like clay when it is wet but is really strong once it dries.

How to make paper mache pulp is as follows: tear the newspapers or paper toweling into really small pieces and be sure to have enough paper pieces to almost fill the bowl. Place the newspaper or toweling pieces into the bowl and pour enough warm water over the newspaper or toweling pieces so that the paper is soaked thoroughly. Allow the newspaper or toweling to soak for at least one hour.
Take out the wet paper pulp and place onto an old cloth, roll the cloth and twist so that the excess water is removed from the paper pulp. Empty the water that was in the bowl and place the paper pulp back into the bowl. In a different bowl, mix two large spoonfuls of flour with water to make a medium consistency paste. Pour the paste into the paper pulp and stir together. The paper mache pulp is now ready to use for paper mache crafts.
