It can be difficult to think of short girl costumes period, let alone short girl costumes that are not skanky. Here are several ideas that will make you glad you are short! Have fun!
A haunted doll – For some reason, haunted dolls are cool this year for Halloween. All the kids are talking about haunted dolls and posting about haunted dolls. And dolls are short! And most dolls are girls. The clothes are going to be the hard part. Maybe look for extra big little girl dresses at thrift stores. Make your face and arms up like they are cracked. A curly wig with a big bow in it and a baby bottle will complete this short girl costume.
An Oompa Loompa from Willy Wonka and the Chocolate Factory – Either wear white overalls and a brown shirt with red make-up for the original movie with Gene Wilder as Willie Wonka, or wear a red jumpsuit and brown make up to be from the updated movie with Johnny Depp as Willy Wonka. The Oompa Loompas sing and dance and walk in exagerated movements. Both the boys and the girls are short because they are from a land where everyone is short.
A smurf (well, a smurfette, technically) – Smurfs are short blue elfs. Get some blue hair spray and spray yourself blue, all the parts that show, anyway. Do this outside or people will get mad. Wear a pointy hat and elf type clothes. Smurfs are short, even the girls, because, well, they just are. Everyone will know you are a smurf! Smurfs are fun!
A fairy – you know, like in the Disney movies such as Sleeping Beauty and Cinderella. You could even be Tinkerbell, from Peter Pan. Make some wings out of wire and fill them in with very thin fabric. Wear green tights and a green leotard, and a modest bathing suit over that. Put some lace in your hair and maybe wear green make-up.

Finally, there is no reason a short girl can’t be a vampire or a ghost or any other traditional Halloween costume. Here is a great tutorial on how to be a Twilight Vampire.
