Did Prop. 19 pass?

According to LA Weekly Blogs, Fox News has projected that California’s Prop. 19, an initiative that would legalize (or decriminalize, if you like that angle better) the recreational use of marijuana, will fail (read Prop. 19 Election Results: Marijuana Legalization Effort Looks Like A FAIL).
Damn Fox News. They probably have the collected mental power to help the initiative fail.
Nearly five percent of precincts have been reported, and the vote on Prop. 19 in California was 43.6% Yes, and 56.4% No.
That is only five percent of precincts counted, so it’s possible the other 95% will prevail and push Prop. 19 through. But, it’s unlikely.
Decriminalizing marijuana seems to have failed this time around, but at least the dialogue has been opened to a new level, a national level.
