This guide will cover the various perks unlocked and available to a character at Level 16 and beyond, covering the different options and the requirements for each in Fallout New Vegas. Every even level gained grants a new perk option, all the way to level 30 giving a total of 15 choices available throughout the entire characters level progression.
Action Boy / Action Girl
This perk grants an additional 15 action points to be used in VATS attacks. This is a sizeable chunk, that often can mean enough for another attack. With two ranks, this perk is capable of granting an extra 30 action points total.

Better Criticals grants your character a 50% bonus to damage every time a critical hit is scored on an opponent. This perk goes well with characters who have high luck, the Finesse perk or just deal critical hits often.

Chem Resistant causes your character to be 50% more resistant to the addictive properties of various chems. Combined with the Chemist perk, this gives an extreme benefit to those who abuse chems often for their stat bonuses.

This perk is similar to the Bloody Mess perk, but specificaly for the use of Energy Weapons. All enemies killed by your Energy Weapons will emit a harmful corona of radiation that deals splash damage to nearby enemies. This can cause a chain reaction that clears out packed areas of enemies. Be careful with this if you’re trying to leave someone alive.

This perk allows you to choose a fourth Tag skill, increasing that skill by an additional 15 points. This bonus is almost like getting a free level’s worth of skill points, with the minor exception that you cant Tag a skill twice for the skill point boost. Choose this wisely.

This perk causes the strength requirement of all items to be reduced by 2. Great bonus for the scrawny character looking to carry around some big weapons. Negates some of the usefulness of choosing strength points so keep that in mind during character creation or choosing this perk.
