This guide will cover the various perks available to a character at Level 2 and beyond, covering the different options and the requirements for each in Fallout New Vegas. Every even level gained grants a new perk option, all the way to level 30 giving a total of 15 choices available throughout the entire characters level progression.
Black Widow (female) Lady Killer (male)
This perk gives a 10% bonus to damage against opponents of the opposite sex. During dialogue, occasionally additional options will open up with characters of the opposite sex, giving extra information or unique effects.

Friend of the Night
This perk gives an effect similar to a weak version of the Cateye chem. Some people complain it can wash out the game colors, and get irritating at times. Contrary to the game description it actually increases/decreases according to the game time, and not the actual lighting conditions of the current environment.

This perk makes all thrown weapons fly farther and faster, precisely giving a 50% thrown weapon velocity. Excellent for fans of throwing spears and grenades.

This perk gives the player a +75% critical damage bonus against animals and mutated animals in the wastelands of Fallout New Vegas. Great for those hunting the beasts of the waste, although your targets will diminish if you choose the Animal Friend perk later.

Intense Training allows the player to add 1 point to any S.P.E.C.I.A.L. attribute. One of the most useful yet basic perks for any character, and an efficient way of increasing your general capabilities. If you’re looking for more specific bonuses however, other perks typically give more benefits.

Rapid Reload does as its name suggests, and gives a 25% faster reload speed for all weapons. This affects all variety of weapons that have to reload their ammo. More useful with small clip weapons.

Retention makes all skill magazines last three times as long, which may be only slightly useful if you happen to find several challenges requiring a quick boost, but combines great with the Comprehension perk.

Each rank of this perk gives a 10% bonus to all experience gained. While this perk makes level gains faster, it loses all usefulness at level 30, and is outclassed in effects by many other perks. I suggested killing more things instead.
