This guide will cover the various perks unlocked and available to a character at Level 20 and beyond, covering the different options and the requirements for each in Fallout New Vegas. Every even level gained grants a new perk option, all the way to level 30 giving a total of 15 choices available throughout the entire characters level progression.
Quite possibly one of the best perks out there for the wasteland traveler who wants to see everything New Vegas has to offer. This perk while providing no statistical bonus, unlocks the location of all the primary locations on your pip boy. These locations cannot be fast traveled to until discovered, however this gives you a much easier time trying to find places in-game, especially without the assistance of any maps or guides.

Grim Reaper’s Sprint
The Grim Reaper’s Sprint is a special perk for VATS users that will give you an immediate 20 restored action points after killing someone, then exiting VATS. Pick this if you use VATS often and have a large pool to have filled up.

The Ninja perk is the ultimate in close combat benefits, giving you the powers of the ancient warrior assassins. All of your melee and unarmed attacks will now have an additional 15% bonus to score a critical hit on every strike, while giving an additional 25% bonus to damage caused by sneak attack criticals.

Between the hours of 6am to 6pm any character with the Solar Powered perk who is standing outside, (cannot be indoors) gains +2 strength and recovers 1 hit point every 10 seconds. This perk is the inverse of the Night Person perk, albeit works only outdoors, but like the Night Person perk, the S.P.E.C.I.A.L. points granted will not count towards unlocking perks, since they are considered temporary.
