Parents of US citizen children who are born in the UK should apply for a Consular Report of Birth Abroad, as soon as possible. This is evidence of US citizenship for a child under the age of 18 that was born abroad and acquired US citizenship at birth. How can you obtain a Consular Report of Birth Abroad and how should you complete the form?
Who Is Allowed to Make an Application?
Only parents or the legal guardians of the child are legally entitled to make an application for a Consular Report of Birth Abroad, on behalf of the child. The Consular Report of Birth Abroad form must be signed by a consular officer at the US Embassy, a consular agent, or a designated military official, if the child was born at a US military installation in the UK. In some cases, a notary public can also sign the Consular Report of Birth Abroad. Consult the US Embassy for more information if you are considering asking a notary public sign the form for you.

For children who have never been documented as US citizens, the parents or legal guardians must provide the child’s local birth certificate, evidence of the parent(s) US citizenship, the parents’ marriage certificate (if the parents are married), as well as evidence of the termination of previous marriages (if any). Consular officers or officials may also wish to see additional documentary evidence that proves the biological relationship between the parents and child.
How to Complete the Consular Report of Birth Abroad
The parents or legal guardians of the child must complete Section A, items 1-15 completely, without including abbreviations or answers such as “same” or “see above”. If your child is adopted, make sure you include the names of the biological parents in item 6. Do not complete the bottom section, as this is reserved for a consular officer, notary public or other designated person who is qualified to administer the oath.
