Construction appears to be underway on the Jean Nouvel-designed glass structure that will be the new home of Jane’s Carousel in Empire Fulton Ferry Park. An official announcement has yet to be made. However, photos posted on Brownstoner certainly show construction activity at the site.
Criticism of the carousel’s location so close to the waterfront continues to plague the project. Even though the issue has been rehashed multiple times.
Perhaps the official announcement is slow in coming due to the recent argument published in the Albany Law Review. As I previously reported, the argument points out that the addition of the carousel likely represents a change in park use. Since the park was originally created under the federal Land and Water Conservation Fund, and changes in park use are required to obtain approval from the Department of the Interior.
The approval of the project would likely be granted if requested. But officials might be dotting i’s and crossing t’s before making a formal announcement.
