A bench warrant remains issued for Sheila Rae Crump, 29, Ponca City, Oklahoma by the Kay County Oklahoma District Court.
Crump is facing a felony charge of child neglect.
She was arrested by Ponca City police in the 1900 block of North Fourteenth Street on July 29, 2007 after police responded to a 911 call reporting that a 1-year-old child fell from a second story apartment window in the 200 block of North Fourteenth Street.
According to Sherry Bowers, Ponca City police spokesperson, the child suffered a skull fracture and a broken leg.
The child was air-lifted to OU Medical Center in Oklahoma City and later put in the protective custody of Department of Human Services.
In the police affidavit, Sgt. Randy Tyner testifies that police went to the apartment following the incident.
Tyner reports the apartment was very dirty and in the back bedroom, two mattresses were stacked up next to a window that was covered by a sheet and no screen.
Crump told officers that was the window that the child fell out of.
Medical staff told police that the baby suffered a broken leg and fractured skull.
Police arrested Crump and placed her in a holding cell, where later they discovered a glass pipe commonly used for smoking crack.
Police report the pipe had ChoreBoy on it and that it later tested positive for cocaine.
Officer Chad Van Hoesen explains in the report that Chore-Boy, commonly used to clean metal pots, is utilized by cocaine drug users.
He explains that the Chore-Boy is cut up into small pieces and placed into a glass pipe.
The rock cocaine is then placed into the pipe and heated with usually a lighter and the Chore-Boy keeps the user from inhaling the cocaine while smoking it.
Van Hoesen reports a further search of the apartmenr revealed no food in the refrigerator.
Officers also report finding knives and scissors on the floor where a small child could get a hold of them.
During questioning, Crump told officers she had placed the child in bed and went to take a shower when the baby fell.
Crump failed to appear for a plea docket on Feb. 14, 2008.
Bond is endorsed at $2,000.
