In the sound off section of the Daily Tribune on October 22, 2010, which is titled; “too much power” there is a small blurb asking how one person could hold three different positions in our city government. The blurb suggests that there is too much power in the hands of one individual.
I found this hard to believe so I called the city clerk’s office and asked the person who answered the phone who was in charge of these departments and she confirmed that Jaynmarie Hubanks was indeed in charge of these different jobs.
Next I decided to see exactly what it is that Ms. Hubanks is in charge of. Since she is the assistant city manager she basically has to help the city manager with everything he may be involved with and since he is involved with everything concerning the city and has to attend all council meetings according to the Ferndale’s city charter. That alone seems like it would be a full time job and the job of treasurer/assessor is even more impressive because that means she is in charge of all property taxes, assessing the value of properties and property transfers. What is even more amazing is that Jaynmarie Hubanks is also the finance director of Ferndale which means that she is also in charge of basically all the city of Ferndale’s money. The city of Ferndale writes over 5,000 checks a year according to their website.
All three of these jobs seem like they would be a full time position, how can one person effectively do it all? Does she get three different paychecks from the city? Is it too much control over the city of Ferndale, in the hands of one person?
